Would any country ever be prepared for a nuclear attack?

After seeing the docu-film ‘Threads’, I suspect that, with the power of today’s nuclear armaments, anywhere that is bombed would never be able to handle the situation.

This begs the question – would any contingency plan actually work? Modern houses are built generally from lighter material construction than of those built in the early twentieth-century (and older) so surely making your own shelter (as per the pamphlets issued in the UK in the 60s/70s) would be impossible.

during the Cold War many houses in Switzerland were built with Nuclear Fall out shelters, for all the good they would do.

Modern houses are less sturdy than their predecessors and would probably fall to pieces during the initial blast, and catch fire during the heat flash as there are more combustable materials used (plasterboard for example) in construction. Don’t worry about fire retardation, because at the high temperatures generated by the explosion it’s not going to be alot of cop.

I would question whether a cold war bunker could handle the increased power of todays advanced Nuclear munitions. some protection is better than none of course, but then again after the event society and the Planet would be useless and surviving perhaps worse than death itself.
