Can someone help clarify what this crochet pattern is asking?

This pattern is pretty straightforward, but the basic stitch is something I’ve never done before. The explanation is FPDC (front post double crochet) Yo, insert hook from front to back then to front, going around the dc post, draw up a loop, (yo and draw through 2 loops in hook) twice. Skip st behind the FPDC.
Can someone please explain in better detail what this pattern is asking me? I’m not a real experienced crocheter, but I know the basic lingo and stitches.
