Crochet Squares Skirt

Question about crochet stitch/motif?

I want to make the following skirt but have no idea how to start the granny square motif that is on it. it looks like it could be a pinwheel granny but not exactly…
Here is the link to the photo:

If anyone knows what the name of this granny is and/or how to make it, please let me know.
Thanks!
Also, what is your opinion on the top waist looping? I realize that can vary, but if anyone is sure on how to do this, please share.
I really like this pattern or I would not even be bothering trying to make it off a photo ;)

My best guess would be to start as you would normally start a granny, replacing the chain stitches in the corners with double crochets (or treble.. not sure which were used in the photo.) This would give you a starting round of 20 stitches. Then space your increases evenly over the subsequent rounds. General rule of thumb is to use your base number of stitches (the 20 from the first round) and increase each round by that number. For example round 2 would have 40 stitches, round 3 would have 60, etc… If this ends up too wavy, (but it shouldn’t) then reduce the increase amount accordingly. Hope this helps!
